India to blacklist highway developers for excessive subcontracting using GST data

India's Ministry of Road Transport and Highways (MoRTH) will use Goods and Services Tax (GST) payment records to identify and blacklist developers engaging in multi-layered subcontracting. Transport Minister Nitin Gadkari warned that firms found to be compromising construction quality through this practice face bans of two to three years, a move intended to be more punitive than previous monetary fines.
