Investigations into major firms including Alibaba, EagleBank, and Abbott Laboratories were resolved with no charges or lenient nonprosecution agreements, even where executives were suspected of involvement. Data shows only 12 companies have pleaded guilty to federal charges this year, a sharp decline from the average of approximately 60 per year in the recent past.
